The High Level Task Force on the Global Food Security Crisis (HLTF) – which also includes ILC Members FAO, IFAD, UNEP, World Bank and WFP – is updating its Comprehensive Framework for Action (CFA). The CFA was published in July 2008 to respond to the 2008 global food crisis and is driving the solution to national level in response to food insecurity. The Secretariat of the HLTF has invited ILC members to contribute to the revision of the CFA and engage in dialogue.
The invitation has opened the opportunity for ILC to get a better understanding of members’ perspective on the role of land tenure in food security strategies, through an internal consultation process, which led to a 35 pages Synthesis document: “Links between Land Tenure Security and Food Security”.
The document is the result of an intensive work of dialogue between the ILC Secretariat and the ILC constituency, especially civil society organisations from Africa, Asia and Latin America. The ILC Secretariat – including the three regional nodes – has facilitated the process, collected contributions, packaged information, and produced the synthesis. Members’ participated by answering one or more questions of a questionnaire – shared in March 2010 – addressing key areas on the role of land tenure security in achieving food security. All the participating organisations agree that land tenure and land governance are important aspects of food security, which are currently underrepresented in the HLTF’s Comprehensive Framework for Action.
Both the synthesis document, finalised by the ILC Secretariat, and the full contributions of ILC members have been submitted to the HLTF and can be found in attachment. Participating organisations include: ANGOC (Philippines/Asia); CINEP (Colombia); CODELT (DR Congo); CONGCOOP (Guatemala); FUNDACIÓN TIERRA (Bolivia); RISD (Rwanda); SAFIRE (Zimbabwe); SARRA (India); SCOPE (Pakistan); SDF (India); SER (Peru); and TFM (Philippines).
The following contributors to the report will compose the ILC delegation to the HLTF consultation in May 2010, in Dublin, Ireland: CONGCOOP (Mrs. Zully Morales); RISD (Mrs. Annie Kairaba); and TFM (Mr. Armando Jarilla).
